Double sump equalization question.

One of my friends has a 350gallon tank with two overflows that go to two 29 gallon sumps. The sumps have a two inch tube connectong them together. The problem that I see is that the sump on the left is always fuller than the sump on the right. There is only one pump returning the water to the tank. How do you equalize the water in the sumps?
 
You shouldn't have to with the cross-over pipe.

Where is the pump located? If it is in one of the sumps, that sump will be a little lower when the pump is running due to flow constraints. If this is the case, join the two sumps to a central box that houses the pump.

Possibly one 's filter material is more densely packed than the other. This one is easy to figure out.
