Lately hes been going down to the sand and kind of fluttering. Sand goes everywhere then he swims around like hes a badass. What is he doing?

Yeah. They do this in the muddy/silty areas particularly in hopes of flushing out small fish, bugs, crustaceans, plant matter, whatever.
