To get out the tannins right? How can you tell when they are all leached out? Is it water color or do you use a test of some sort? Or is that not that big of a concern?

I always boil it to kill any bacteria that may be on it. But you will also notice that the water will become clearer as the day passes. You can never completely remove the tannins though in my experience.

Tannins aren't harmful to fish, it just colors your water a little yellow. All the tannins are leached out when the water remains clear. It could take quite some time for all of the tannins to leak out though
 
tannins can leach for weeks to years ~ if you don't mind the yellowish color which isn't harmful to fishes. it depends on your preferences. but boiling it or soaking for a few days will remove the tannins,but not all.
