Drilling the tank?

Hi guys I want to drill my new 120g for a sump. This is my first sump tank and want to get it right. Where should I drill? Should the bottom of the overflow be the water level I want or should it be 1/2" lower? Might be a stupid question and if it is please let me know. Cheers
