Yes, in that it is a build up of fluid in the body of the fish and effecting the eyes, but dropsy itself is a symptom of something underlying. General cures start with quarantine tank and a teaspoon of aquarium salt per gallon. Some say Epsom salts.
Dropsy in its acute form when scales stick out was always one of those less hopeful of recovery diseases. We were always advised to isolate the fish as it can transmit to others if it dies but think we know a little more about it now. And we know dropsy is a symptom of an underlying condition, although figuring out what that underlying condition is is hard. Could be bacterial, parasite, liver function, so really wide, and depending on what it is dictates whether it’s contagious or not.
