Is there any issues with running 2 HOB overflows on 1 tank? I have a 210g tank and dont want to drill it. I found a HOB box that i like due to it needing only 3" space between wall and tank. But it only handles 600GPH. Therefore getting 2. Would changing the bulkhead from 1" to 1.25" help in increasing the flowrate or is it all in the U-Tube?

going with the bigger bulkhead will help (bigger bulkhead/biggr line size) as will going with bigger U tubes (or adding a second U tube)

no issues with running two overflows.. they are still only going to Xgph so if one fails the other will not be able to keep up... you could run 30 of them and other than looks there would be no issue
