is this possible or do they just grow slowly because we've had a festivum since january and hes just under 3" is that a problem?
 
They're not the fastest growers but, should be a better size in this amount of time. How varied is the diet offered to him? And, most importantly, how often do you do gravel washes/water changes?
 
Also, what tankmates are with the festivum? I'm asking because there are a number of cichlid species, as well as sunfish/perch, that secrete a growth inhibiting hormone to supress territorial competition from similar species. (another good reason to keep on top of water changes)

he gets crickets blood worms feeders white clouds flakes shimp pellets and thats about it as for water changes 1 a week and hes in a 90 gallon at the moment

paradise fish, 2 africans same size , 4 6" pacus, red terror smaller than him several cats and 2 loaches 2 gaiant danios

Yes, you did tell me in the next post as I was posting for the previous response. The temp is right on, too.
Looks like you have a "runt" of the litter. If his color is up (especially the blue/green flash they get) and you're happy with him, enjoy him even if he is smaller than other festivums.
