I wouldn't they have alot of attitude and need a larger tank dispite there small size i would go for a 20 long for a single one for life and a 4 foot tank is recomended for a pair so even if it was a heavily planted tank i don't think you could ever get away with a pair in a 10 sorry
Despite the fact that they are dwarf pikes, they still have A LOT of attitude. Possibly more so than their larger cousins. So in all reality I wouldn't recommend keepin even a single one in anything smaller than a 20gal, with bigger being MUCH better. For pairs I really wouldn't go with anything smaller than a 30gal. These guys can really lay down the smack if they want to. If you try to keep them in the 10gal not only are they going to be stressed, but you're going to end up wasting money and a precious life. 
They aren't the easiest pikes to come by, but they are out there. Checck aquabid.com regularly, as well as the vendors here. They stock them from time to time!!
