EBJD behavior?

Hi!
I got two 1 1/4 inch EBJD back in April. One is growing way quicker than the other 3 1/2 inch vs 2 inch. My question is, the larger one will give chase and kinda nip at the smaller one, but I never see any sign of injury ( no torn fins, loss of scales etc). I've notice that the larger one will get the smaller one kinda cornered and it will rub against the smaller one. If fish could cuddle I would call it cuddling. It also appears sometimes as if he/she is waving it's tail fin in the smaller ones face. I was curious what was going on? I'm a newby as far as keeping cichlids goes. Could one be a boy and one be a girl? I was thinking they were too young for it to be anything like a mating ritual type thing? Should I be worried or remove one? Will they work it out? They are in a 70 gallon, and plan to upgrade around Christmas. Thanks for any advise!
 
Oh, one more thing I noticed. Bigger one likes to move gravel around by picking up by mouth.
 
At this age , they like to show dominance and set a pecking order.
Also around 3.5 inches the larger one would be like the teens among boys n exploring stuff.
Cichlids favourite past time is to dig substrate, rearrange decor and break small things.... So it is quite common n normal

At what point do you decide to separate the two EBJD. The larger one is now at a very hefty 4 inches. The smaller one is still at 2 inches and not growing. The smaller one hides all the time now. I literally have to hand feed the little guy bc it gets bullied by the bigger one if it comes out to eat. Today I noticed a torn tail fin on the smaller one. My husband said I should leave them be and let them work it out, but I feel so bad for the smaller one. Leave them be or remove the little guy?
 
I've got my little guy moved to a 20 gallon long (already cycled, keep it cycled for quarantine/hospital tank) to grow out a bit without being harassed. Do you think there is any chance of reintroducing them together later?
