ebjd eye problems, not popeye

I have had my Ebjd for about four monthes now. I have a 55gallon long with 2 bolivian rams and two juvie Firemouths and a 4' asian upside down cat. the ebjd is 3" or so. I noticed as soon as I recieved him that his eyes seem to be odd. Ive done research and I really dont think it's popeye. Besides the odd appearance he shows no signs of sickness. His eyes are clear but the clear part of both eyes potrudes out a lot. I've dosed with aquarium salt and used melafix for 11 days and seen no improvement. Should I just leave him alone? Is it a deformity?

water parameters- ammonia 0, nitrite 0, nitrate 20, ph 7.5
 
Especially EBJ, I think the eyes are...if anything should be sunken. Jacks don't usually have protruding eyes
 
I would but because the part that potrudes is 100% clear you can't see it from side view and the camera has a hard time picking up on it.
