Ive just aquired the above for free, however they have not been used for over 2 years. will they be ok to use after being dry for so long ? any other recomendations ?

I would lube the oring on the filter put it together and see if it works. The heater your just going to have to put it in some water and plug it in and it should be ok.
 
For Eheim filters I use either regular Vaseline or plumbers o-ring grease for potable water. You should be able to look at the o-rings/seals to see if they are damaged or dry rotted.

Check the filter to see if all the parts are there. I prefer to clean out used equipment using a 1% bleach to 90% water mixture and then run the equipment using a pail or sink full of water to verify there aren't any issues. Even a spare aquarium would be handy to check it out.

I'm assuming the external heater is a Hydor ETH model. This would be installed on the output hose of the filter in a vertical position and you will have to monitor the water temperature with a good quality thermometer to verify the settings are correct.
