Is an "electric blue" Acara a distinct fish from a regular blue Acara? Like how an EBJD is literally nothing like the regular JD color or behavior wise. Or is it just a brighter color trait that some lucky ones have inherited?

Ebjd isn't a distinct fish. It's a jd with a recessive gene being the dominant. What I've read the internet people aren't even sure the exact species of acara
