Electric shock

My tank only has a heater and filter in it. I am not sure which is resposible for shocking but sometimes when I touch the water it shocks me. I am pretty sure it also shocks my fish because they get spoked and stressed for no reason at all sometimes. What should I do?
 
1. Determine which component is faulty.
2. Replace the faulty component.
3. Install a GFCI and always use one with your aquarium equipment.
 
It is most likely the heater. Replace the heater, and start using a GFCI. If it doesn't trip, then that was the problem.
