I have a 110g with two jds an oscar and a convict. There all breathing hard. I recently put a canister filter on and theres no water fall or bubbles in tank because the return in underwater.. Is the water low on oxygen I just put in a air pump i dont know what else to do!!!

Direct the outlet toward the surface to create some splash. Hard to say is it possible you had something on your hands that got into the water. How long has the tank been setup.

IF everything is on point, then it could be there isn't enough oxygen in the tank?
I know when i turned off my air pump for a day or two (forgot to turn it back on) my fish turned really sluggish...

This is a common problem with canisters filter installation. Just take the outflow spout and either bring it to just under or just above the water surface. You don't need bubbles or a "waterfall", you just need the rippling to break surface tension.
Also to consider, did you move the media from your old filter into the new one? If not, then your tank is likely re-cycling.
