Emp. 400 Too strong?

I have many turtle ponds/tanks/tubs with Cannisters, but I've never used a Power Filter before.

I'm currently using a 20-25 Gallon Tank to hold Danios, Guppys, 2 Freshwater Sword Tails, a Crowntail Betta, and acouple others. I was wondering would a Emp. 400 end up sucking them into it?

I just wan't what I pay for, and nothing useless. Any idea what to use? o.o;

Just make sure there is a place for the betta to rest. Keep in mind that bettas don't like a lot of water flow. I would go with the 280 instead.
