I have 2 emperor 400 biowheel filters on my 75 gallon tank and one of them keeps making alot of noise and keeps randomly smelling like something is burning then the smell disappears and my other filter keeps running then randomly stopping, I have taken the impeller out cleaned and lubed back up for both but nothings changing it. One came with my tank and has been around for a bit but the other one is only like a month or 2 old. What do I do to fix this?

Most HOB filters will make some noise at some point.
Usually it can be traced to the impeller assembly.
Minor imbalances in the magnet and the way it spins on the shaft can be hard to diagnose.
The only thing you can do is make sure the assembly is clean and no grain of sand (if you use it) is in the assembly.
Take it apart and check the shaft to make sure it’s not worn or misshapen.
Hold the shaft between your thumb and index finger and spin the magnet.
If it wobbles you will need to replace either the shaft , magnet or the whole impeller.

The thing that concerns me the most is the burning smell.
You need to disassemble the filter and check the motor itself.
That’s the epoxy sealed chamber the impeller sets into.
If it’s cracked or showing any signs of being burned.
Stop using the filter and replace the whole thing. If it’s cracked you can get shocked so better safe than sorry.

Emperor bio-wheel filters, at least the older ones, tend to be durable, but they were never the quietest filters to begin with and they do get noisier with age. It's been a while since I had any and years since I bought one, but I've had them last 20 years.

Along with impeller wear the fit of the box itself can be a source of noise, it deforms slightly over time, the box is not as tight, so the noise can be an alignment issue in the pump chamber. Sometimes adjusting the angle of the filter on the tank helps-- don't know about newer ones but they used to have a little angle adjustment wheel on the bottom-- eventually if that wasn't enough I'd stick something in between the bottom of the filter and the glass (like some carboard, etc.). When they'd get old enough I'd do something, forget exactly what, to squeeze the pump chamber slightly. The other source of noise can be crud in the slots the wheels fit into or on the wheel pins that go in the slots, some cleaning and even a little silicone can make the wheels run smoother if that's the case.

The last one I retired about ten years ago, was old and still running fine, just noisy.

I managed to get the issue fixed this time taking the impeller housing out I completely wiped down the impeller and housing with old tank water as well as took the papertowel I used to clean all that and cleaned where the impeller sits into and lubed the magnet up with a good bit of vaseline don't know if there's gonna be the random smoke smell again if so then I will be replacing so any recommendations on a canister filter to turn my water over plenty

If you are going canister I like Fluval that make quality stuff that lasts decently enough.
They are a little more expensive.
For HOB, Aquaclear seems to be the go to.
Again for an HOB little more expensive but they offer lots of space and the sponge they use is good quality.

My tank currently has enough filtration rated for a 200 gallon tank, with 2 emperor 400 filters and a 40 gallon sponge filter so I'm looking to get around the same if I do switch to cannister filter
