Esablish Tank with a problem

I have a 55g planted tank with about 10 Wisteria, 2 large amazon swords, 1 anubias, 3 java fern, and some cabomba.

The lights are Odyssea T5's 216W. 2 bulbs atinic 2 bulbs 6700K. Lights are for about 7.5 hours a day and at full power for about 4 of those hours.
I have good filtration and dose excel and flourish. Eco- Complete Subsrate.

The problem is on my wisteria and java fern, ive had great growth since ive got them about 5 months ago. But recently the wisteria has gone down hill. When the individual leaves die, the tips turn a brown transparent color which eventually spreads to the entire leaf and then fall off. This is happening at the bottom of my tank to the javas as well as the top. Anyone know what the problem could be? Nutrient defiecency of some kind?
 
what macro nutrient do you think? Carbon?

My nitrogen in my water is near 20 ppm i think (junky test kit)
and oxygen isnt a problem.
phosphate also should be good.

What about root tabs? do you think those could help out?
