Everything from the ocean?

I wanted to know, for my first salt tank, if I could use sand, live rock, and macro algae from the ocean by me. I went today at low tide and found tons of porous rock with pink coralline algae all over it, and lots of live nassarius, cerithium, and macro algae. Could I use all this? Nothing harmful right? The only thing left is water, which i think i could take with a couple 5 gallon jugs, especially for a small tank like a 20 long. :)
 
If you can get all of the water for your 20 long from the ocean and use the same ocean water for the water changes I dont see why you couldnt do it. Just make sure you can recreate the exact settings that you first started the tank at. You might bring home some unwanted hitchhikers though, and make sure that there are no laws against what you would be doing.
 
You can't legally collect the wild live rock without a permit; you can collect the snails & algae with a valid fishing license.

Isnt it just corals that you cant collect or is LR in that law too? Because I know that there are certain corals that you can take when scuba diving and such.

Live rock is in there, too; some corals can be collected, but you're limited to just a few polyps/colonies per person per day. I researched this stuff pretty heavily prior to taking my last vacation there as I had planned on collecting some stuff.
