If you keep your bio-media separate from mechanical media this can work fine.

Or just use tank water like we all do. Since most of us have sponges doing double duty.
 
The only way to trully "recharge" carbon would be to heat it the vapor pressure of whatever you want off gassed from the carbon... Obviously most people can't do that and the power to do it would cost nearly the amount of just buying new carbon.
