Bacteria will die if left in an unused filter or fishless tank so how can the "bacteria in a bottle" last several years in the bottle???
 
some bacteria go through a process called 'sporulation' where they form hard, tough encapsulated cysts called spores.

these spores can remain dormant until conditions are right for them to begin reproducing, and the bacterial population begins to grow.

these spores are what is supposedly contained inside the bottle.
