Exporting/Importing fish

So my brother in law is in Taiwan for a few weeks and is thinking about picking up some nice Flowerhorns, STSs, NTTs, and Bahia Kelberi and shipping them back to the states. Anyone have any experience exporting/importing fish? What are the procedures going through customs and stuff?

He said he might not need to get a license if he is only getting a few and plans on keeping them as pets, which we are. Is that true or would he still need a license?

You should call US Customs. They will be the one clearing anything you bring in to the USA. I know someone long time ago use to do it carry-on. They don't allow that anymore.
