External filter spraybars

My TetraTec external filter came with a spraybar for the outlet pipe. It attaches at the top of the inside of the tank and has holes in it so water can shoot through them. It is mounted horizontally as in the manual.

Should it be placed above the water level or below it? Probably doesn't matter but what way is intended? Doesn't say in the manual.

It does not matter. I put it above the water kind of skimming the top to add to the surface agitation. you could do strait up and down if you want.....

Above aerates the water , if you don't mind a little noise.
