I bought some Delhezis last month. They are all about 4 inches in length, and all of them had no external gills. In the last few weeks, they have started to sprout their external gills back. Is this normal? I know I read a few posts about this, but I couldn't find them.

i dunno what to tell ya man. i started doing lots of research into dels recently cause i want oen, and havent found anything on them growin their gill back? maybe their like axotl(or however its spelled) they will grow them back if the conditions arent quite right or are right for them to have gills? i dunno
When going from a tank with little oxygen to a tank with high oxygen content (Airstones or alot of surface agitation) young Polys 2"-8" will potentially grow back their external gills....It is never definate but it does happen. For me it has always been the case from my Delhezi Ornate Endli and Weeksii.
