Eye Problem On Juvi Senegal Bichir

Hello, I'm new to this site :)
I'm Liz, and have a 75 gallon FW tank.
And I wanna say, I'm not some idiot that got a "dinosaur eel" at Wal-Mart and have no idea what to do with it, let alone, what it actually is.
I had a big adult Senegal Bichir for about 4 months before I found him dead(old age? the water was fine and he was a good eater, no signs of disease).
But I became very attached and when I saw little 3" bichirs at my local petstore, I got one (and for 9 bucks, it was a steal! much better than the $30 I paid for the adult). I've had him for a few weeks and love him already, he's pretty spunky and is quite the eater (like his momma :P)
Last night when feeding him, though, I noticed there's a clear bubble over his right eye, which when looking at it, makes it seem opaque, but when looking at him head on, you can clearly see a "bubble" over it.
There's barely anything about bichirs and diseases, let alone this thing. I googled "bubble over fisheye", and even then, nothing but idiots going back and forth on Yahoo, and the implication that it's popeye.
His eye isn't popped out of the socket, okay? It's not. And upon super close inspection, it appears that its not so much bubbly, as it is to..a growth over his eye. There's something opaque white right over his eye.
What is this, and even more importantly, how do I treat it?

what are the tanks water chem readings?

The pH is 7.1
The ammonia is probably about 0.10 ppm
There's no nitrites or nitrates.
And the water is soft, almost of moderate hardness (i use the strips for the hardness).

But seriously, all the other fish are fine, and I almost wanna say its like a cataract. It's a little opaque white smear over his eye. But..like..actually on the eye, itself. Not around it.
 
salt as per what directions? try this do a 10-20% water change and observe for 24 hours
