So I have a 5-6" male f1 jag and a 210 gallon tank does the chance I end up with a 15-16" monster increase compared to if I had a mutt from my lfs?

It may or may not. It's genetics and environment. And I've seen 15-16 inch "mutt" jags as you put it

The short answer to your question is yes.
Side Note: I had a co-work that owned a 17-3/8"(measured by us at around 5yrs old) male "mutt jag" in a 180 which is the biggest jag I've seen or heard about.
Plenty of tank space, plenty of clean water, good water flow(10x tank volume in gph), & don't over feed (always keep them a little hungry). The monster your talking about will take years.
