Fahaka Puffer Ick??? Need help

Hey i need help, i think my baby fahaka puffer i recently got has ick? Hes about 2 -2 1/2 inches and hes been breathing hard/fast and sitting on the bottom of the tank, he eats fine but only swims around when the lights off. ive seen him scratch his sides against some rock decorations in the tank and when i was hand feeding him shrimp he would like ram my fingers and rub his side on my fingers. Is this ick or something else?
 
I have no idea it was fully cycled before i put him in and i have some small tetras in there with him and there all fine. Im going to go by my lfs with a water sample since i dont have a test kit and probably pick up a kit also.
 
Ammonia and nitrites should be 0. Did you cycle your tank properly before putting the fish in? Sounds like your fish is suffering from ammonia/nitrite poisoning.

I quick cycled using all the water from another tank then waited about a week before puting him and a few other fish in. What should i do? The other fish (barbs and tetras) seem perfectly fine and the puffer seems to be doing better, he only does the breathing thing sometimes, mostly when me or my gf like look at him so idk its weird.
 
Just do 15-20% water changes every other day and detoxify the ammonia with prime. It will take a few weeks for your levels to be the way they should be. I suggest you look in the setup and filtration section and read the stickies on the nitrogen cycle
