feeder fish dying??

Seems that my feeder fish tank has something they have been dying off like flies daily ive done every other day waterchanges and no luck. The tails of the fish start to go whitish and looks as if they cant use their tails then they eventually just die. What is going on Ive done a tbsp of salt per gallon to try to treat what ever it is that is doing this but no luck. Should I just freeze all these fish and feed them frozen to my bass?? I know live is not good for them but its what im feeding them for the next couple weeks while im weaning them onto krill and other types of foods.
 
How are the usual parameters like ammonia and nitrite?
 
I removed all water and media from filter put media in from fx5 from my big tank refilled it with the water from the big tank and still the fish are dying. I emptied the tank and im going to just chalk it up as a loss and a bad batch of feeders too bad it was a pound and a half of feeders.
 
Water was extremely cloudy as well. I did the complete change over with water from the 210 as well as media from the 210 FX5's water was crisp clear after that at 7pm then I woke up this morning and the water was VERY cloudy and all fish but about 10 were dead I just emptied the tank and through out all fish live and dead im done thinking about it and dealing with it I dont know what the deal was. I am going to take apart the filter maybe there is a dead fish in the motor of the filter and I need a small phillips head to unscrew it and I dont have one at this time.
