I Currently have 4 rbp in a tank they are between 2" and 3" and am currently feeding them 4 frozen minnows every other day but they seem to be fin nipping quite often is this due to underfeeding or are they fin nippers naturally.

fin nipping each other? or other fish in the tank? feed them badboys daily. dont think it could hurt them
Fin nipping is natural...Fins are made of healthy stuff...My reds were almost 1 inch on August 1....Today, they measure 2.5 inches.....Check my signature for stats....
I'm with import. Fin-nipping is natural. really won't be able to stop that. But definetly feed them daily. mine get fed twice a day, and sometimes a snack between feedings.
One thing you might wanna do is expand their diet a bit. Try sum Blood Worms,Brine, beef heart....etc 
remember they may eat up to 80% of there body wieght every day, feed them well and daily, i always have netted minnows in with mine also, just in case they get the munchies, they eat the frozen stuff when i throw in in though
