Can Neon Tetras, Guppies, Corys, and Horaefaced Loaches live on only frozen Daphnia, and Brine Shrimp, or do they need flake type food as a staple?

Horsefaced loaches do not need flake, but they will eat it. They will do quite well with daphnia and brine shrimp, but may require some vegetable content too.
I am not sure that flake food should always be considered a 'staple' as it is not the natural form of food for fish.

Will Neon Tetras, Guppies, and Cory's thrive with only Daphnia and Brine Shrimp also?
There might be a problem with minerals and vitamins on the long term. Since your brine shrimp and daphnia are frozen you don't know what they ate before being frozen. Without proper diet they lack certain vitamins and minerals.
