would adding fertalizer and small amounts of co2 to my brackish tank help my mangroves thrive in case there is not enough nutrients like nitrates and other nurtients?

Yes

but test and find your values for
nitrate
phosphate
iron

Good levels would be
nitrate 5ppm or more
Phosphate .5ppm
Iron 1ppm

99.9% of the time in a tank that has a few fish and gets regular water
changes there is no need to add ferts for a lower tech set up. But if youy have alot of wattage or sun light on the tank you may have a defeincy problem. Test will tell.
