I am in the process of growing out a group of festae. They are currently about 18 months old. I have a pair that is formed consisting of a male approx 5.5" and a female about 4.5" They appear to show pre spawning behavior, but haven't spawned yet that I'm aware of. I have two subordinate festae remaining from the original group. My question is, Will the subs color up once the dominant pair is moved to their permanent home? I will not be keeping them anyway, but they are so bland right now, no one would want them.

Depending on the setting they are put in, yes. Any fish that gets the chance to be the dominant one (or pair) will color up as long as they are happy.

Often times festae will only color up when (if male) they become dominant, or (if female) when a compatible male is in the tank.
Here's a female without a male in the tank.

now same female when a dominant male is added to the tank

here's the dominant male that brought out her color
