Hmm low o2? Check water perams too. I'm sure you have but you can never be too careful. Also, did you just add it to the tank?

He might be in temporary shock then from being transferred to water with different params than he was originally in like ph and hardness.

Water change, keep lights off, bump the temp up to low-mid 80's is a start.
