figure 8 puffers are shy

Looking for suggestions here. I have 2 figure 8 puffers about 9 months old. They act very shy and hide most of the day in the caves I have provided for them and only come out to eat for a few minutes. This has only happened for the last month or so, they were more social when they were younger. Parameters are great amonia 0, nitrates 0, nitrites well under 20, temp around 80 degrees F and salinity 1.005. I put 2 mollies in there to act as dither fish to see if that would bring them out and it did but only for the first couple of hours. Now they are even nervous to come out to eat with them in there.

The puffers are healthy - white undersides, great coloring all around and eat well. Their bellies are nicely rounded when full and not too thin otherwise.

Any advice on making my little guys happier would be appreciated.
 
Is there other decor like plants for them to feel safe in, other than the caves?
 
I put a couple of fake plants in there but nothing large, perhaps I need something taller that reaches to the top of the tank. I can't get any plants to do well in the brackish water so I have to go with fake.
