Are these puffers poisoness? if eaten by a larger fish, will the larger fish die? Also how long do they live?

It is very possible the fish eating a puffer would die. F8s kept as singletons in a BW SG of 1.005 have been known to live 18+ years:

I was also wondering if they can be kept in fresh water. I baught them from a pet shop and the ladie told me they can.

absolutely not. F8's require brackish water to live a long healthy life. Brackish water is pretty easy to maintain, especially if it's your only fish in the tank.
There's an article here on F8's you should read: http://www.**************.com/forum/library/puffers-in-focus/fig8/

Brackish water is made from marine salt.
