That is a very vague statement. It could be misleading.

They breed in freshwater, and migrate towards saltwater. It is believed that their salinity should graduate with their age and size.

As far as all puffers doing better in salt.. Let it be known that their are over 30 species of FRESHWATER ONLY Pufferfish. Some, even enjoy soft water.
