figure eights: fresh, brackish, or salt

my little bro has been looking for dwarf puffers for a while and hasn't found any, so he wants to get some figure 8 puffs instead. the only problem is that 50% of people say that they are fresh water, 50% say brackish, and 10% say marine. lol. any ways, any opinions are appreciated. thanks in advance.

they will "live" in brackish but I only had them truly thrive in a marine setup

A true Brackish fish, but i have seen them in saltwater tanks.

I think that they are supposed to kept in at a low salinity like 1.005 sg.
