Need help getting my filamentosum catfish to eat. I've offered him blood worms krill brine shrimp tilapia sinking wafers. I have yet to see him eat anything. He looks kind of skinny too. Any tips?

Get some guppies or rosies. Live obviously is a last resort but at a certain point food is key. Pump it up for a few days and offer cut fish again. My friend had a week or 2 of this with his and it began to eat cut fish but was a bit of a struggle.
What are the water parameters?
How long have you had it?
Is the fish stressed by anything like bullying, illness, wrong water temp, hardness, pH, instability, insufficient DO, etc. etc.?
If the fish is deathly thin, I'd agree with Troy on offering live. I'd try live earth worms or black worms, etc. first though.

Ph is 7.6 temp is 76 I've had him for about a week. He's in a grow out tank with a Payara and African tiger fish.
He finally ate over night. He's fat as can be this morning. Either he ate the krill or guppies I put in the tank. And I've had him for about a week. Maybe he was just still settling in.
From my experience, yes. The bigger one will dominate the smaller one and given the huge size differential, the smaller one will either perish or be eaten.
I have a couple of 16"-ers and the smaller one is not comfortable with the bigger bully.
