Film Growing on Cichlid & Decor????

Hello everyone, I have a problem in my 210 gallon cichlid tank, I've been fighting it for almost 3 months...but I'm not winning so I need some help. I've noticed a greyish film growing on my aquarium décor including driftwood, rocks, plants and 3D background. Every time I do a water change (Weekly) I siphon as much as I can see out, but it comes back within a day or 2. Now I'm really starting to worry because my Male Midas cichlid looks like he has the same thing growing on his skin. I keep several fish in this tank, but he's the only one that this is happening to (I assume because his slime coat wasn't as strong as the other fishes slime coats). He shows no signs of irritation, so I really don't know what it is. So please can anyone can tell me what they think it is and more importantly I to get rid of it? I have some pics:

looks like the beginnings of Velvet. I would try Copper Sulfate.

They send you a form that you sign and send back to them saying you'll only use what you buy from them on fish--some kinda federal regulation. Fill that out, and you're good to buy whatever you need.
