filter media

When making a filter system for say a pond, is it better to have the media completely submerged or does the water just need to trickle over the media then exit for the bacteria to live?

If a better more detailed description of the filter design is needed just let me know.
 
It depends on the media. For instance bio-ball like media its best for the water to trickle over it so that the bacteria gets tank water and atmospheric gases. While ceramic or resin type media works best under water because the pressure insures that the bacteria and dissolved gases in the water penetrate deep into the media. Bio-balls don't work best submerged because their cells are macro instead of micro.

Alright, so what about the scrubbies people use? would those work more like bioballs?
 
Yep, scrubbies work the same as bio-balls just with more surface area for the bacteria to grow on.
