Idk the link didn't work. If u want to setup a sump on a budget look into pond matrix. 100 bucks for a 5g bucket of the stuff but a bucket will support a lot of fish waste. 2 buckets and I'm sure you will be okay. As for the strapping, if it is what I'm thinking it is, it will be good if you plan on setting up a wet dry system, but not very useful submerged. Is it something like bible?

The material you're talking about is not for mechanical.
 
I know. I used it on my 4000 gal pond. Ain't worth sh**. I even purchased the (3) vortex chambers that this goes in. Each chamber is 400 gal. holding 4rolls of strap ea. Now the chamber is sitting in my yard empty.
 
Ive got it on a filter in my yard submerged, Ive only heard good things, right now the pond has a couple gold fish, but once I add the bass, we will see for sure, but kengragon is the first I heard who has had issues. I has to be textured to be effective, some is some isnt.
