FILTER OUTPUT FROM SUMP OR CANISTER FILTER

So, as in one of my other recent post I have been working on the flow in my tank. My question is when you have a return flow from a canister or sump is the outflow suppose to be adjusted for maximum surface flow where it is realy pushing the surface water (even though it causes way more noise) or slightly under the surface? And I guess I should be asking which is better for the fish and not what we necessarily prefer?
 
If your only filter is a canister I would set it up for maximum surface agitation. A canister is a sealed system and it provides pretty much no air/water surface area for off gassing and O2 exchange so the surface of the tank is the only place this will occur.

With a classic wet/dry sump I would not worry about surface agitation of the tank at all. The wet/dry sump itself will provide plenty of air/water surface area.
