Depends on the filter and your ability to maximize the bio section of said filter. Flowrates are good points of reference, but have little actual value when predicting a filters ability to handle bio load. A lower flow filter with larger media capacity will outperform a higher flow one with less media space. Eheim 2080 and Fluval fx5 is a perfect illustration of this. The Eheim outperformed the fluval with about half the flow, but twice the bio volume.
For most setups, 3-5 times turnover is suggested but I think you'd have to stock pretty lightly to pull off 3. I set up my systems at about 7x with large biofilters and have no issues regardless of my stocking levels.
IMO though, two filters rated for 70 gallons each would work for very light stocking. Get 2 rated for at least 100 each and you'll be better off in the long run.
