Filter question

Hey guys I recently bought a 100 gallon with a (overflow sump?) how do I know that it is working properly?
Water is flowing through. But the bio balls don't appear to be fully submerged.
So I guess the point of the post is
1) is it working properly?
2) what is my filtration system called
3) am I missing anything

the system is a built in wet/dry. the name also probably answers your question. the bioballs should have a flow over them but they shouldnt be fully submerged.
 
aafter looking at it, there should be some sort of drip tray or spray bar to distribute water over all the bioballs. i cant tell how water flows over them. but usually there is something to spread the water over all the bioballs.
