What are you trying to keep? A lot depends on what your final goal is.

Just a simple soft coral tank with maybe one or two damsels in it will only need water changes, lots of cured live rock and very good circulation. You want to keep the bioload very low in this type of tank.

If its a fish only tank then a good biologic filter and skimmer will do very well. I think a skimmer on any salt tank is a great Idea. Live rock is also very good for fish only as a biologic filter but if you let the nutrients get too high, your coraline algae will be replaced with micro algae and you will just have a tank with green rocks.

Go to reefs.org and read for a month or two before you get started.
