I'm going to setup a small planted tank for a betta soon.

It's just going to be around 10g with the betta and plants like wisteria, hair grass, blyxa japonica, java moss, ambulia and downoi.

I'm trying to decide whether to have a filter or not, what are your opinions?

It wouldn't hurt to add a small filter -- one that hangs from the side of the tank, or a sponge filter. The filter would collect debris and agitate the water a little, which would help aerate it, and add some bacterial filtration. Bettas don't like strong currents (I have one), but a very gentle current in just part of the tank, from a small filter, wouldn't bother it. With plenty of plants, the betta should be very happy.
