Do you know of any "rather cheap" canister filters that can handle that amount of water, or half of it if i got two.:D

No

What are the most popular canister filter companys?
I know Eheim, Rena and Jager. Anything else?

why not build a trash can filter? Buy a pump large enough to keep water flowing through at a high rate of speed

You're probably going to have to buy a separate external pump and Bead/Sand Filter or a series of large canisters like Ocean Clears plumbed inline in order to adequately filter a 1300g pond with canisters. It would be cheaper just to build a huge rubbermaid sump filled with scrubbies and such, though in the end if you want quality filtration on such large body of water it won't really be "cheap".

Just a really large sump, i could make it out of large plastic barrels or plastic boxes right?

Yep. You're going to need to make your own. Either the barrels or boxes would work.
