Filters and Water OXygen

Hi I have actually been trying to find this out on the internet but with no luck.

Basically I am confused because many different sources disagree with each other.

I have a 75 Gallon tank with 2 x Aquaclear 70s. I use to believe in lowering my water so the output from the filters where breaking the surface of the water to help dissolve oxygen (like I believed air pumps to work).

Now people have been telling me I could easily fill the tank up so the surface of the water meets the output of the Aquaclears.

But this means that it barely breaks the water surface more then pushes the water. (but so quiet)

But people tell me this is what I want. Because I am oxygenating the water by the ripples making larger surface areas.

So I am now confused.

Am I looking to

A) break the surface and make bubbles to dissolve oxygen in the water?
B) Ripple the surface with the output of my Aquaclears?
C) Both?

And Why?
 
Oxygenating your tank is all about the disruption of the surface of the tank where you get a "gas exchange". The more surface disruption, the more oxygen dissolved into the tank.

Adding some live plants also helps.

Although passe and for some, "antiquated", the UGF does an excellent job of pulling the oxygenated water down to the bottom of the tank. I use one with my highly stocked African tank.
 
Unless the tank is really heavily stocked, you should be fine with the water up to the outflows on the filter. While the water breaking the surface like that helps with gas exchange, it isn't necessary. You should get enough from the filters moving the surface water around
 
No bubbler and water to the rim. The waves that the HOB creates have allways done me good.
 
The only time i ever hard a problem, was when i tried to over dose with Excel, and had low surface movement.

The fish had been happy with the low surface movement until i started double dosing excel, which lowers the O2
