Filtration and nitrate question

Hey all,
I have a quick question. I have a fluval fx5 running on a setup that has maybe 20-30 gallons of water in it. Its not a conventional tank but will be holding fish. My nitrate levels are really high even with water changes. My question is can the amount of media vs. actual gallons of water be making the nitrates go higher do to volume? Seeing that the filter is full of media.

is the tank cycled? any fish in it now. that much flow, you shouldn't see much nitrates if you aren't overstocking.
 
in smaller tanks, nitrates can add up very quickly as there is little volume in the tank. Larger tanks don't suffer as much as quick.
