filtration idea help

I'm planning on building a 4ftx2ftx2ft plywood tank here soon. I was going to build a sump for it, but got a random idea that would save me the money of having to buy a pump. Is it possible to add a divider the 4 ft. length say 6 inches from the back, so the actual swimming area would be 4ftx2ftx18". and have the top of the divider about an inch lower than the top of the tank acting as an overflow. then leaving a half an inch or so at the bottom allowing water to flow back into the tank(maybe put one or two small powerheads here to get the water flowing that way?). Now i would fill the bottom half of this chamber with filter foam, and place bio balls directly on top of the foam filling the top half. Would this idea work to properly filter the tank?
 
Nevermind, on second thought, i started thinking about this, and the water would just balance out and not move trhough the filtered part
 
im not sure depend on inhabitants maybe 500gph the filteryou would add first your bio balls then on top your pre filter material floss or foam
