Filtration- without live rock?

I have heard of people having success with FO systems running canister filters. You would have to change you filter media quite often though. Nitrites would build up pretty quick depending on the stock list.

Years ago (70's, 80s) people kept fish only saltwater tanks using HOB filters, canister filters, undergravel filters, wet drys, etc.. So any type of decent filtration will work in a fish only tank without live rock. Your drip system with bio balls will work just fine.
 
Concur with the above information from Joe Jaskot. Just keep up with your water changes and I would recommend using reverse osmosis water for you water changes and top-off.

I would opt for a refugium for that sump; some macro algae (chaeto, etc.) & a DSB (deep sand bed) would work pretty well for removing a great deal of the waste.

And we all know how that worked out for 99% of the saltwater guys back then considering that many people still consider saltwater to be difficult due to the stigma that's associated with it from its infancy.
 
One thing liverock has that all of the other forms of biological filtration basis anaerobic bacteria. This breaks down nitrates to nitrogen gas that is released in bubbles coming from the live rock. Wet Dry filters break down ammonia to nitrate but the only way to get rid of the nitrates is with large waterchanges
